Following the approval and publication of the laws governing the Ministry of Virtue and the Prevention of Vice in the official gazette by His Highness the Amir al-Mo'minin, may Allah bless him and grant him peace, certain parties, including the United Nations Assistance Mission in Afghanistan (UNAMA), have expressed concerns that we believe to be unfounded.
We wish to clarify that these laws, consisting of a preamble, four chapters, and 35 articles, are firmly rooted in Islamic teachings and have been meticulously derived from the Hanafi school of Islamic jurisprudence. Each law, article, and clause is based on established and authoritative sources, which have been clearly cited.
For those who may not be familiar with Islamic Sharia law, particularly non-Muslims who might express reservations or objections, we urge a thorough understanding of these laws and a respectful acknowledgment of Islamic values. To reject these laws without such understanding is, in our view, an expression of arrogance.
We also encourage Muslims to familiarize themselves with these laws, which are a reflection of the provisions of Islamic Sharia. We advise them consult knowledgeable scholars to better understand these laws. For a Muslim to reject or criticize these laws is to demonstrate a lack of understanding of their religion, and such actions may even lead to the decline of their faith.
As Afghanistan is an Islamic nation, Islamic laws are inherently applicable within its society. It is the responsibility of every Muslim and Islamic government to promote good and forbid evil, as prescribed by the Holy Qur'an. Consequently, the Ministry of Virtue and the Prevention of Vice is tasked with the implementation of these Sharia laws in a manner that is just and appropriate.
There is no need for concern regarding the enforcement of these Islamic laws. No rights will be violated, and no individual will be subjected to injustice. These laws will be applied universally and equitably across our society.
Finally, we must stress that the concerns raised by various parties will not sway the Islamic Emirate from its commitment to upholding and enforcing Islamic Sharia law. The countless sacrifices made by our mujahid nation and martyrs in the pursuit of this goal affirm our unwavering dedication to realizing the holy aspirations of our people.
Zabihullah Mujahid
Spokesperson of the Islamic Emirate of Afghanistan
