His Highness, the Amir al-Muminin, may Allah Almighty protect him, participated in and delivered speeches at a three-day reformative and training seminar held in Kandahar for the officials of the Ministry of Martyrs and Disabled Affairs, the General Directorate of the Afghan Red Crescent Society, the General Authority for Disaster Management, the Prison Affairs Administration, officials of training centers affiliated with the Ministry of Labor and Social Affairs, the Deputy Ministry for Counter-Narcotics of the Ministry of Interior, and officials of orphanages affiliated with the General Directorate of Jihadi Madrasas and Dar al-Aytam.
At this seminar, which was also attended by the President of the Afghan Red Crescent Society, the Minister of Labor and Social Affairs, the Director General of Jihadi Madrasas, the Military Deputy of the Supreme Court, the Judicial Deputy of the Southwest Zone of the Supreme Court, the Head of the Central Dar al-Ifta, the Head of the Directorate for the Supervision and Evaluation of Religious Publications, the Deputy Minister of Martyrs and Disabled Affairs, the Deputy Minister for Counter-Narcotics of the Ministry of Interior, along with a number of other officials and respected scholars,
His Highness the Amir al-Muminin, (may Allah Almighty protect him), provided essential guidance and important advice to the participants.
His Highness also praised the services of all attending officials and delivered detailed addresses to the seminar participants in the light of the Qur’an and the Sunnah. He stated: “The best of people are those who are most beneficial to people.” He further said that the Islamic Emirate holds the position of representation and guardianship of Muslims; it will protect the religion and creed of Muslims, teach people religion and Sharia, ensure public security, and provide care for orphans, widows, the poor, and families without guardians.
His Highness the Amir al-Muminin, (may Allah Almighty protect him), said that the laws and decrees of the Islamic Emirate are not the opinions of a few individuals; rather, they are the religion of Allah Almighty and the entirety of Islamic rulings, which call people toward the religion of Allah.
He stated that the decrees of the Islamic Emirate are issued in two categories: one category concerns the veneration and worship of Allah Almighty, including decrees related to prayer, fasting, and other acts of worship; the second category concerns mercy and compassion toward the creation of Allah Almighty, including assistance and cooperation with people, refugees, the poor, the disabled, families without guardians, orphans, widows, and addicts. On this basis, the Islamic Emirate has established institutions to cooperate with and serve the people.
His Highness the Amir al-Muminin, (may Allah Almighty protect him), stated that the Ministry of Martyrs and Disabled Affairs provides fixed monthly assistance every year to orphans, widows, and the disabled. He added that, through a special decree, the Islamic Emirate has ordered the said ministry to provide funds for the purchase of vehicles for those with two-limb disabilities and to grant additional privileges to the families of unmarried martyrs.
He stated that Dar al-Aytam are responsible for the upbringing of orphans. In order to ensure proper care for orphans, the Red Crescent carries out duties of assisting the needy within the system, while its financial affairs are the responsibility of the leadership of the Islamic Emirate, as it serves poor people, those with mental illnesses, and assists those affected by natural disasters.
His Highness the Amir al-Muminin, (may Allah Almighty protect him), said that within the Ministry of Labor and Social Affairs there is a Directorate of Training Centers that gathers unaccompanied children in cities and provides services to them. Likewise, the Counter-Narcotics Directorate gathers addicts, serves them, and has provided opportunities for them to learn skills and trades.
He stated that with regard to prisoners and detainees, the Islamic Emirate issued an initial decree that prisoners must not be mistreated or beaten, that no torture is permitted, and that no one may be punished without a court decision. This is because it is an Islamic system, and in an Islamic system the honor and dignity of every Muslim are safeguarded. The Islamic Emirate has ordered prison directors to appoint teachers, initiate education, enlighten prisoners, and provide them with knowledge, turning prisons into educational centers.
At the conclusion of his remarks, His Highness the Amir al-Muminin, (may Allah Almighty protect him), said: When responsibility is entrusted to you, recognize your authority. Each of you is responsible; you must know the rights that your subjects have over you and the rights you have over them. Whoever is entrusted with a duty is obligated to learn it and to understand it fully. Do not create discord; obey one another; hold firmly to the religion of Allah Almighty; love one another and assist one another in your work. Give people glad tidings and do not cause despair; do not incite hatred among them. Show mercy and compassion; perform duties on time and with sincerity. Do not close your doors to the people; do not discriminate between the poor and the wealthy. Give precedence to Sharia in your work and decisions and do not grant yourselves discretion against it. Enjoin one another to truth and to patience, practice enjoining good and forbidding evil among yourselves, and become a means of guidance and leadership for the people so that future generations may follow your path. Do not be negligent and do not occupy yourselves with purposeless matters and frivolities.
At the end, all the respected scholars and officials once again renewed their pledge of allegiance to His Highness the Amir al-Muminin, (may Allah Almighty protect him), and pledged that they are and will remain firm supporters of their Islamic system.
The gathering then concluded with a supplication recited by His Highness the Amir al-Muminin, (may Allah Almighty protect him).
