Deputy Prime Minister for Administrative Affairs Participates in and Delivers Remarks at the Inaugural Ceremony of the Initiative for the Streamlining and Standardization of Emirate Instituti

The Deputy Prime Minister for Administrative Affairs of the Islamic Emirate of Afghanistan, His Excellency Mawlavi Abdul Salam Hanafi, formally participated in and delivered a keynote address at the inaugural ceremony marking the commencement of the initiative aimed at streamlining and standardizing Emirate ministries and institutions. This event, convened under the auspices of the Independent Administrative Reform and Civil Service Commission, took place earlier today at Salamkhana Palace within the Arg.

Commencing the proceedings, Mufti Shehzad Noor Rashid, the Director of the Independent Administrative Reform and Civil Service Commission, provided an overview of the Commission’s accomplishments. He articulated that, since the inception of the Islamic system, the institution has successfully streamlined 938 administrative processes, organized capacity-building workshops benefiting 10,000 individuals nationwide, and facilitated the recruitment of 31,025 personnel through merit-based competitive selection processes.

He further underscored that, in conjunction with the simplification and standardization of administrative processes, the establishment of electronic examination centers remains a paramount priority. This initiative, he asserted, would significantly enhance institutional efficiency, optimize administrative workflows, and augment public service delivery.

Subsequently, Deputy Prime Minister for Administrative Affairs, H.E. Mawlavi Abdul Salam Hanafi, extended his formal appreciation to the General Directorate of Administrative Affairs and the Independent Administrative Reform and Civil Service Commission for their instrumental role in organizing the event. He reaffirmed that process simplification and standardization constitute foundational tenets of effective governance, asserting that the failure to implement such reforms would inevitably hinder the realization of strategic objectives and impede sustained economic development.

H.E. Mawlavi Abdul Salam Hanafi further emphasized that a significant number of government institutions continue to grapple with highly intricate and protracted administrative procedures, necessitating immediate reform. He noted that such procedural inefficiencies frequently result in delays in the execution of developmental initiatives and contribute to public dissatisfaction. Nevertheless, he expressed his gratification that, owing to the concerted efforts of the Simplification Directorate, a substantial portion of these systemic inefficiencies has already been addressed across multiple institutions.

The Deputy Prime Minister for Administrative Affairs reiterated the imperative of process simplification as a fundamental prerequisite for economic expansion, judicious budget allocation, effective implementation of developmental programs, facilitation of investment, reduction of bureaucratic redundancies, cost minimization, and the prompt provision of public services. In this regard, he called for the comprehensive and expeditious implementation of streamlining and standardization protocols across all governmental institutions, under the stewardship of the Islamic Emirate’s Simplification Directorate.

Additionally, he emphasized the critical importance of electronic governance, characterizing it as an indispensable and progressive mechanism that the Islamic Emirate is actively instituting on a nationwide scale to enhance institutional efficiency and administrative transparency.

H.E Mawlawi Abdul Salam Hanafi underscored the importance of cooperation among Emirate officials to implement simplification and standardization, affirming the leadership's full support for efficient administration. 

Deputy Prime Minister called on all the officials of IEA to fulfill their responsibilities with dedication, enhance service delivery, and work together to reduce unnecessary paperwork in institutions.

Subsequently, Honorable Dr. Mullah Abdul Wasi, Chief of Staff of the Prime Minister’s Office, highlighted the inherited administrative challenges and emphasized that facilitating operations within institutions is a top priority for officials. He added that streamlining processes enhances public satisfaction, which aligns with the core objectives of the Islamic system and the directives of Islamic Sharia.

Dr. Mohammad Naeem Wardak, Deputy Minister of Finance and Administration at the Ministry of Foreign Affairs, praised the process and urged more public awareness programs on laws, along with having assistants and guides in every department to help the public.

Mawlawi Hafiz Mohammad Hamid Hasib, Mawlawi Fazl Rahman Fadil, and Mawlawi Saifuddin Taib highlighted the steps taken to streamline and standardize processes in their departments, noting that these changes have positively affected the satisfaction of both the institutions and the public.
