The ceremony saw the participation of the Deputy Minister of Promotion of Virtue and Prevention of Vice, local officials, religious scholars, jihadi commanders, university and education representatives, tribal elders, and numerous residents of the province.
Baghlan’s Deputy Governor, Mawlavi Hedayatullah Jihadyar, commenced the event by expressing satisfaction over the Deputy Prime Minister’s visit, affirming the deep roots of the sharia law system in Baghlan. He noted that local authorities, in collaboration with the people, have ensured security across the province. Additionally, he presented several proposals from Baghlan's residents to the Deputy Prime Minister.
Sheikh Faqir Mohammad Mohammadi, Deputy Minister of Promotion of Virtue and Prevention of Vice, congratulated the graduates and underlined the necessity of imparting both religious and worldly knowledge to the younger generation. He commended the efforts of scholars in academic and social domains, urging them and university professors to cooperate in countering enemy propaganda.
Deputy Prime Minister H.E Mawlavi Abdul Kabir extended his congratulations on the graduation of scholars from Raziqia Madrasa and expressed satisfaction with his visit to Baghlan.
H.E. Mawlavi Abdul Kabir emphasized that the Islamic Emirate has undertaken initiatives to advance academic and developmental fields, which will progressively resolve public concerns.
He remarked that during the period of foreign occupation, members of the Islamic Emirate faced death or imprisonment as their only options. However, through the sacrifices of the people, the establishment of a sharia law system fulfilled the aspirations of martyrs from both past and present.
The Deputy Prime Minister characterized the righteous mujahideen who resisted the former Soviet Union as akin to the current leaders of the Islamic Emirate. He stressed that the Islamic Emirate has safeguarded the values of jihad and remains steadfast in its principles, declaring that neither Islam nor the Islamic Emirate will be compromised.
He reiterated that a general amnesty has been granted to soldiers of the former administration, enabling them to live in peace.
Regarding foreign relations, H.E. Mawlavi Abdul Kabir stated that the Islamic Emirate's diplomatic engagements are rooted in Islamic principles and that the Afghan government responsibly manages such affairs.
He encouraged the people of Baghlan to collaborate with local authorities in presenting their concerns to the Islamic Emirate, ensuring that relevant institutions address them.
The ceremony concluded with the graduating scholars being honored with turbans of distinction and monetary awards, presented by the Deputy Prime Minister for Political Affairs.
